An explosive deployed by a drone exploded at the headquarters of the Russian Black Sea Fleet, injuring six people, Russian officials announced Sunday.

The attack took place during Russian Navy Day celebrations in Sevastopol, a Crimean port city that Russia annexed in 2014. The drone appeared to be homemade and the explosive device had a relatively low yield. Sevastopol mayor Mikhail Razvozhaev did not detail the severity of the injuries for the six injuries sustained.

It is not clear who is responsible for the attack.

The attack took place on the same day that Russian President Vladimir Putin signed a new Russian naval doctrine in St. Petersburg.
