ONE of the long-standing functions of the Department of Public Works and Highways (DPWH) has been the design and construction of major roads and bridges to connect provinces and cities. To stay relevant into the next century, it should pursue the transformation of national roads and bridges in urban areas to serve the needs of road users, especially the majority who are not car owners, create more green public space and encourage a shift to sustainable modes of travel (walking, cycling and public transport). These do not imply a reduced budget for the DPWH.
On the contrary, road transformation will require substantial funding to repurpose city roads and bridges to make them multimodal corridors, and attractive and accessible public spaces.
